Social Impact Bonds (SIBs), also called pay-for-success contracts, are public-private partnerships that fund social services through performance-based agreements. Private investors receive a return of capital and premium only if social performance objectives are met.
The goal of SIBs is to enable governments to partner with service providers and tap private investments in order to expand effective social programs. The model promises to provide new sources of financing for critical social services, to improve cost-effectiveness of services by focusing on measurable outcomes, and to allow innovative models in providing services by shifting the initial risk to private investors.
